No fixed time...If you are ready to move on then do so when you meet another person.

It hurts to love, and still love someone who has clearly moved on from you. It hurts when you hear rumors that he/she has already found another love but no matter how much it hurts, you are supposed to move on. So, never get into a relationship when it still hurts. As long as you feel that pang of pain when you hear his/her name, or when you find out he/she has already moved on, then you still love him/her. But it takes more than just 12 months to get over someone, you really loved, cared for and wanted to be with more than anything. If you never had feelings, it could even take a few weeks.
