Chameleon File Case forwarded to Dpp

After the Police has failed to investigate Chamelons' fate they decided to forward his case to DPP..is That guy any special ..why cant he be produced in Court..

i wonder, did he really kill that boy and why? if not, why dont they give all the details about what really happened that day.
